This paper analyzes the basic interests arising from human behavior and the economic characteristics of moral, and demonstrates the existence and implementation of cost control and optimization of moral necessity and possibility. And through the social, political, economic, and moral life cost analysis, the author points out that moral cost optimization can he realized through arousing moral consciousness, improving security conditions, and creating a moral atmosphere.
