Through scene talking and the questionnaire survey, we discovered the reasons which produce foundation-weak school in the minority ethnic area are: the economy level of the minority ethnic area is so low, the economical development between each area is very imbalanced，the contradiction between the high quality education demand and the high quality education resources lack，the restriction from local authority's idea and current education system, and lacks the ethnic characteristic, the school administration level, the teacher's quality, the school layout, the historical foundation, etc
