Based on historical facts,this paper restudies the establishing process of former Soviet Union and it makes us realize that former Soviet Union did not obey the basic principles of federalism totally,thus resulting in the later ethnic contradictions,which can be regarded as one of the reasons o f the dissolution of the Former Soviet Union.
