    摘要:

    区域高等教育一体化发展离不开动力和动力机制的支撑。其发展动力主要由区域高校革新发展范式的内源驱动力和政府主导力、区域市场一体化带动力、地域文化联结力等外源推动力构成;动力机制主要由激励机制、导向机制、约束机制三部分构成。动力机制具有激发引导、约束控制动力作用方向及力度的功能。成渝地区双城经济圈高等教育一体化发展在当前存在内源驱动力韧劲不足、外源推动力强而不均的动力结构失衡问题,这与动力机制不健全及其功能作用弱化密切相关。常态化推动成渝地区双城经济圈高等教育一体化良性发展,应以增强、聚合、控制内外源发展动力为目的,从完善激励机制、导向机制、约束机制等方面健全动力机制。

    Abstract:

    The integrated development of regional higher education is inseparable from the fuel of driving force and dynamic mechanism.Its development dynamic is mainly composed of the internal driving force of the innovation and development paradigm of regional colleges and universities as well as the exogenous driving forces such as the leading force of the government,the propelling force of regional market integration and the bonding force of regional culture. The dynamic mechanism mainly consists of three parts:incentive mechanism,guiding mechanism and constraint mechanism.The dynamic mechanism has the functions of stimulating,guiding,restraining and controlling the direction and strength of the dynamic.At present, the integrated development of higher education in Chengdu and Chongqing economic zone faces unbalanced dynamic structure with irresilient internal driving force and strong but uneven external driving force,which is closely related to the imperfect dynamic mechanism and its weakening functions.Normalizing a sound development of higher education integration in the Chengdu and Chongqing economic zone should focus on enhancing, converging and controlling the internal and external development dynamic, and improving the dynamic mechanism by upgrading the incentive mechanism, guiding mechanism and constraint mechanism.
