The 19th National Congress of the Communist Party of China proposed to improve the rural governance system with the integration of three governances. With the innovation in grassroot governance practices， the traditional "three governance integration" will upgrade into "five governance integration" including the governance with politics， autonomy， rule of law， ethnics and intellect， which will be an inevitable trend of the modernization of grassroots governance in rural revitalization. With the "five governance integration"， the rural governance system will be centered on politics， based on autonomy， assisted by the rule of law and the rule of virtue， and backed up by intellectual power. On the basis of the three governance integration， "five rules and integration" will be interwoven into the governance game field， and the governance integration with the game theory requires that the rural governance is a scenario in which multiple participants act together according to their mutual-dependent interests. In practice， the effective application of the five governance integration into rural governance is a variable game phenomenon in decision-making governance， which will eventually reach an equilibrium state with a robust governance momentum， and eventually get out of the "prisoner''s dilemma" under the new system of rural governance.
