The Party Constitution is the general constitution of the Party and the basic norm of "the governance of China".The revision of the Party Constitution by the 20th National Congress of C.P.C. provides clear guidance for the codification of administrative law.By reviewing the historical development and contemporary opportunities of the administrative codethis paper points out that the compilation of Chinese administrative code is just in time，and on the basis of discussions about the influence of the party constitution and party laws and regulations on administrative law，puts forward the suggestion that the code of administrative law should further combines with the revised party constitution，making clear that the codification of administrative law must adhere to and strengthen the fundamental direction of the party’s overall leadership and take the people as the center of the fundamental task.Specifically speaking，to uphold and strengthen the direction of codification under the overall leadership of the Party，it is necessary to establish the principle of political leadership in the code，strengthen the connection with the organization system of the party and government，construct mutual-complement and coordinated governance between the Party and the Government，clarify the people’s central position in the codification，integrate the administrative concept of putting the people first，build the collaborative governance mode of the traditional administrative rule of law，create a party-government collaborative governance method that uses powerfor the people，and input excellent traditional cultural elements of administrative rule of law.
