    摘要:

    在国家相关政策的推动和社会各界的不懈努力下,中国学前教育发展速度及取得的成效前所未有。作为影响学前教 育发展的重要因素之一,学前教育财政投入受到国家的高度重视。然而,现阶段中国学前教育财政投入存在投入总量不足、投 入分配不均、投入结构失衡等问题。究其原因,中国区域经济发展水平有差异,政府投入责任较为模糊,成本分担机制不健全, 相关法律法规不完善。教育公平视角下,要加大学前教育财政投入力度,厘清各级政府财政责任,完善成本分担机制,加快学 前教育立法。

    Abstract:

    As one of the important factors affecting the development of preschool education,financial investment in pre - school education is highly valued by the state .However,at this stage,there are problems such as insufficient total invest- ment,uneven distribution of the investment,and imbalance of investment structure in China''s preschool education finan - cial investment. The reasons for this are that China''s regional economic development levels are different,the govern- ment''s responsibility for investment is relatively unclear,the cost-sharing mechanism is defective,and relevant laws and regulations still need improvement. From the perspective of educational equity,it is necessary to increase financial investment in preschool education,clarify the financial responsibilities of governments at all levels,improve the cost-sharing mechanism,and speed up preschool education legislation .
