Enquiry Record text has specific characters of secrecy.Scholars do few researches on it and most of the researches are about the writing principles and styles.This article,based on the fuzzy linguistics research,explores five-hundred raw enquiry record texts through quantity study,finds its fuzziness character in lexicon,grammar and text,and offers three strategies to eliminate the fuzziness,which is useful to protect the civil right.
