Their spiritual needs has been improved with the economic development. The socialist grass-roots democracy＇ s development is the sublimation of people＇ s spirit consciousness, and the creation of ethical spirit democracy has been referred to a new height at this stage. In the vast rural areas, the farmers＇ consciousness of ethical spirit democracy is growing, which gives impetus to the pace of construction of administrative ethics of the grass-roots public servants, and the creation of ethical spirit democracy in the grass-roots community is increased.
