| 党的十九大提出健全三治相结合的乡村治理体系，随着基层治理实践的创新，传统“三治融合”转向政治、自治、法治、德治、智治，“五治融合”治理将是乡村振兴基层治理现代化的必然趋势。“五治融合”下乡村治理体系在于以政治为核心，自治为基础，辅之法治和德治，依托智治为支撑。“五治融合”将在三治结合基础上互嵌为治理博弈场域，而治理博弈下的融合要求乡村治理是属于多方参与者根据互相依赖的利益行事场景。在实践当中，五治融合有效运用到乡村治理是决策治理的变量博弈现象，最终会达到均衡状态，拥有稳健的治理模式，破除乡村治理新体系下的困境。 |

| The 19th National Congress of the Communist Party of China proposed to improve the rural governance system with the integration of three governances. With the innovation in grassroot governance practices， the traditional "three governance integration" will upgrade into "five governance integration" including the governance with politics， autonomy， rule of law， ethnics and intellect， which will be an inevitable trend of the modernization of grassroots governance in rural revitalization. With the "five governance integration"， the rural governance system will be centered on politics， based on autonomy， assisted by the rule of law and the rule of virtue， and backed up by intellectual power. On the basis of the three governance integration， "five rules and integration" will be interwoven into the governance game field， and the governance integration with the game theory requires that the rural governance is a scenario in which multiple participants act together according to their mutual-dependent interests. In practice， the effective application of the five governance integration into rural governance is a variable game phenomenon in decision-making governance， which will eventually reach an equilibrium state with a robust governance momentum， and eventually get out of the "prisoner''s dilemma" under the new system of rural governance. |
