The Construction of "dual-circulation" development pattern is a major strategy determined by the Party Central Committee based on the domestic and international imperatives and the new development stage of China. The three-folded logic is the foundation of the "dual-circulation" strategy， namely， historical logic forming the natural causes of this strategy， theoretical logic ensuring its rationality， and the practical logic defining its feasibility. As a hub in the western region in China， Fuling district requires deep integration of the "dual-circulation" pattern， for which a targeted positioning of Fuling district in the big national-development picture and precise analysis of strengths and weaknesses are the key focuses. That is to say， Fuling should give full play to its strengths by levering the "dual-circulation" development with manufacturing industry on the one hand； and on the other hand， it should make full use of the developing opportunities by focusing on the construction of the "two-city economic zone in Chengdu and Chongqing" to fuel the development of "dual-circulation" pattern. Furthermore， functional layout should be optimized by coordinating the development in one city， three districts， and two zones to drive the progress of the "dual-circulation" pattern.
