Abstract:The 19th National Congress of the Party puts forward a policy that moves the focus of social administration to the grassroots level. Q town in L City promotes a " one-three-three" rural point-accumulating system, which means " one system" , " three teams" , and " three mechanisms" , creatively practicing the policy of downward movement of social ad- ministration. The results show that the point-accumulating administrating system in Q town increases the ability of unifica- tion and organization of the Party in the rural areas, arouses rural people′s interest in participating in administration, culti- vates civilized rural customs and practices, enhances rural administration efficiency, and contributes to the downward movement of social administration focus to the grassroot level.
