The comprehensive improvement of old communities is related to the vital interests of the public and reflects the national service efficiency and governance ability. Based the triangle model of the relationship between coproduction theo- ry, public value and strategy, this paper puts forward the " one core and multiple participants" comprehensive improve- ment coproduction model from the perspective of CPC construction. Taking J community in Beijing as an example, a com- prehensive improvement tension analysis model is constructed from the dimensions of mission management, political man- agement and operational management with tension analysis tools. It′s found that comprehensive improvement led by CPC promotes the formation and development of community coproduction network, which is of great significance to innovate community governance model and build community governance community.
