The law-based culture is an intrinsic requirement for realizing the rule of law in China, and it is also an indis- pensable key link in the construction of spiritual civilization. It is a major innovation of our Party to promote the socialist rule of law in China by closely combining core values with the construction of a law-based culture. It provides a new de- velopment idea and a strong spiritual impetus for the cause of socialist rule of law with Chinese characteristics. The core values of socialism in Marxism and Engelsism are the important source of the socialist core values. It agrees with the so- cialist rule of law culture with Chinese characteristics by nature, containing the basic values and revealing the nature of the law-based socialist culture, pointing out the direction of its construction.
