In this paper we study the background, major practices, achievements, problems and optimized solutions of Xiaogang Village in Fengyang county in its promotion of the community governance innovation practice of“Three Communities Integration”. We affirm that, with community CPC construction as the key, through organic integration of community CPC construction, community consultation, and community building (referred to as“three communities integration”), a new community governance mechanism can be developed to resolve the problems of current unsystematic governance goals, administrative styles, and fragmented governance approaches in China’s urban and rural community governance practices. It is possible to invite“actors”related to community development interests, such as party members, residents and social organizations, into community governance practice and effect changes of residents, party members and communities. It can both maintain community stability and harmony and stimulate community vitality, and thus accelerate the modernization of urban and rural community governance in China.
