| 在乡村治理中自治、法治、德治不是并列关系，自治是法治和德治所追求的目标，法治是自治和德治的保障，德治是自治
和法治的基础。“三治结合”乡村治理体系建设有利于推进国家治理体系和治理能力现代化，有利于全面推进乡村振兴战略的
实施，有利于满足人民群众对美好生活的向往。“三治结合”乡村治理体系建设，要强化党的领导，立足自治体系建设目标，推进
乡村法治和德治建设，使得自治、法治、德治协同作用于乡村治理。 |

| In the rural governance system, self governance, law governance and moral governance are not in parallel
relations. Self governance is the goal pursued by law governance and moral governance. Law governance is the
guarantee for self governance and moral governance, and moral governance is the basis of self governance and law
governance. The construction of "Three Governances Combined" in the rural governance system is conducive to the
modernization of the country's governance system and governance capabilities, to the all-round implementation of
the rural revitalization strategy, and to the satisfaction of the people's aspirations for a better life. To build a rural
governance system combining three forms of governance, we need to strengthen the leadership of the Party, to base
on the goal of building a self governance system, and to promote the construction of law governance and moral
governance in rural regions, so that the three governance approaches can cooperatively contribute to the rural
governance. |
