In extreme poverty villages of Liangshan Yi District, in order to solve the outstanding problems of "soft, scattered, disorderly and poor" , and the problems of weakening, minimizing, hollowing out and marginalization of the party building work at the primary level, through the investigation of party organizations at the primary level in 11 extreme poverty villages in Liangshan Yi District, the paper proposed that we ,in the extreme poverty village in Liangshan Yi District ,combine the party building work at the primary level with the development for poverty alleviation and poverty reduction; carry out the party building project of the "bottoming strong base, uniting the people" in depth; Improve the ability to organize and the quality of Party Building at the primary level ; select the grass-roots leaders; promote the poverty alleviation with the party building work; enhance the party building work with the poverty alleviation; make the party building work play a important role in leading the Rural Revitalization; and play the role of the Battle Fortress of the grass-roots party branches and the pioneering role of grass-roots party members.
