| 摘要：十八大以来，随着精准扶贫战略计划的稳步实施，农村基层治理也面临着新的改革机遇，如何推进基层治理现代化，解决
好贫困农村基层组织在精准扶贫过程中较为突出的“思想贫困” “作风贫困”及“治理能力和治理方式贫困”，成为当前一项主要
的目标任务。以“驻村第一书记”为研究对象，对其在推进凉山彝区贫困农村基层治理现代化进程中的效果进行调查与研究，
对于构建彝区农村基层治理新格局，促进民治能力的不断提升，实现精准脱贫目标具有重要的意义。 |

| Abstract: After the 18th National Congress of the Communist Party of China, with the implementation of strategic
planning of targeted poverty alleviation, the lower management in village is faced with new challenges. It has become
one important task at present to impel grassroots management modernization, to deal with the poverty in mind, style,
ability and management for poor basic organizations in the country in the process of targeted poverty alleviation. It is
of great importance to investigate and research the effect on impelling grassroots management modernization, to
establish new structure of lower management in Yi District, to impel the improvement of civil governance and to
realize the aim of targeted poverty alleviation. |
