Under the background of "Rule of Law", judicial reform has become the common concern focus of academia and industry. Primary courts as a court of first instance which should deal with most of cases, shoulders the burden of the national administration of justice. Therefore, the reform of primary courts is the most important of judicial reform. At present, a line judge must take on a lot of works, the primary judges have a lot of pressure, the system of assessment should be improve and the operational work is very busy, it is not good to improve the quality of the judicial activities. In order to improve primary courts’work environment and ensure the fair and effective judicial activities, more attention should be paid to protect the interests of primary judges, improve the evaluation mechanism of primary judges and prohibit the primary judges get a part time job and so on.
