China has entered the era of mass tourism along with more and more problems, tourists' uncivilized behaviors in tourism areas are very common and getting worse, it has drawn great attention of government. Tourists' uncivilized behaviors not only do harm to scenic spots, but also bring tourists themselves the hidden security issues. The author analyses the factors of the tourists' uncivilized behaviors, and proposes to build a constraint mechanism about the tourists' uncivilized behaviors. That's to say, under the government's leadership, the scenic areas will put the real-name system into practice, establish the efficient integral system and consummate tourists' honesty files, supervise and execute them positively.
