Abstract:Newly-established colleges and universities have some difficulties when shifting from management to governance, which mainly manifest in the following aspects: too much emphasis is placed on management system, thus leading to the difficult of guaranteeing the quality of teaching; with the tendency of excessive administration, academic freedom is hard to achieve; due to the lack of autonomy in running schools, school characteristics are tough to form; because of the insufficient mechanism for teachers’growth and development, the university spirit finds no way to demonstrate. Holding the concept of governance, newly-established colleges and universities should improve governance ability through the corresponding approaches. For instance, focus on the devolution of administrative power to lower levels and enhance the governance ability of teaching. Under the guidance of de-administration, improve the ability of academic governance. Implement the autonomy in running schools and improve the characteristics of governance. Furthermore, highlight the dominant position of teachers and enhance the governance of culture.
