Cultural construction of new countryside is the main part of modernization spiritual civilization of the socialism with Chinese characteristics, which achieved certain preliminary results as well as problem existence. In accordance with analysis on four discordances in the process of cultural construction of new countryside，this paper puts forward specific measures of persisting in principal of domination hy government and main hody of peasants, assuring institutional improvement to guide cultural construction, mining cultural resources to persist in multiple cultural activity forms, accomplishing science and technology service to enhance overall quality of peasants.
