Comprehensive reform of educational system not only follows the popular expectation but also attracts the national attention. We are of the opinion in this paper that test and evaluation are regarded as the usual assessment approach in education. School assignments are bound to be the training sessions. Disciplinary actions are accounted as essential guarantees for an effective education. All the three aspects are viewed as the important elements in education. Therefore, it is a systematic program to make an all-round education reform, which calls for the correct orientation for public opinion.
