Abstract:Brain drain of highly-educated personnel or high professional titled personnel in Sichuan ethnic areas has been a serious question. This phenomenon has posed many negative effects to the development of ethic areas and higher education institutes. In order to stabilized the team-scale of highly- educated personnel or high professional titled personnel ,we need to take measures as follows: Rene vote our theory and change regional backwardness into regional characteristics; foster the strength inward and attract talents outward; construct a stabilized team of highly- educated personnel or high professional titled personnel ; improve the teaching condition and assure the highly- educated or high professional titled personnel a well-off working standard; scrutinize strictly and avoid the random flow of highly- educated personnel or high professional titled personnel.
