Currently,from the central to the local,the innovation of social management is vigorously promoted.from the viewpoint of social management,this article illustrates how the urban communities play a basic role in the strengthening and innovating of social management.It also analyses the existing problems in the process of the rising of urban communities and putts forward the relative strategies.The problems of China’s urban communities in the process of rising are mainly reflected in several ways,i.e.the single main body for the community management,the strong style of the government,the weak supportive system for the rising of communities,the lack of the sense and the low level involvement in the communities.In order to deal with these problems,the communities should diversity the main bodies to achieve the cooperation in the management.And they should reinforce the basic construction,strengthen the supportive system,enhance the sense of community and increase the public participation.
