Since the founding of new China,the Communist Party of China has been strengthening its inner construction to improve the ruling ability,to build China into a prosperous,democratic,civilized and modernized socialism country.this paper attempts to explore the party’s building political civilization and to analyze the construction of ruling party’s accountability culture,to make it clear its accountability and the main body vacancy of cultural construction,the lack of environment and object responsibility consciousness,lack of the system elements,then put forward countermeasures.
