What is service-oriented government ？ This is the first problem that should be answered when we study and build a service-oriented government. This paper first starts from the scholars＇ different views on the connotation of service-oriented government, then analyzes the connotation and characteristics of a service-oriented government, at last offers several construction strategies which further speed up the construction of service-oriented government.
