Whether the local government administrative acts are normal or not relates to the development depth of China's reforming and opening.This paper analyzes comprehensively the main reasons of the abnormal behaviors which exist in governing the pollution-based corporations by local governments at present and puts forward some basic ways to normalize the abnormal behaviors.
