Regulation-oriented government, established during the planned economy, undermimes and ignores social service function for long and makes government duty missing,wrong and overdone. So we shoulde reform the government by means of the public management idea, so as to construct a wholly new government. The goal and path of a service-oriented government, namely, what a service government is and how to construct, is the reshaping of the traditional government administrative idea, system, procedure and so on.
