The People's Republic of China is a united nation with only one system and with the Han as its main nationality and still having other 55 national minorities.The system of the autonomy of the national minority region is carried out in the places where the minorities reside,resulting in the solidification,equality,progress and common prosperity of all nationalities.The project of operating the Nation by law is still the basic strategy of realizing the prosperity and progress of the western minority region.In the situation of joining the WTO and de- veloping the Western Region,it is required objectively a well legal system environment in the national minority region,which will perfect the environment for the development of the national minority region,and promote the economy.The author's idea is that the factors of the history,economy,humanities,religion,habit of all minori- ties ought to be considered in the construction of the rule of laws in the western minority region.
