A comprehensive national innovation system is the guarantee of the implementation of national innovation strategy, in which there are a growing number of higher institutions participating in it. Due to the division and cooperation of knowledge production, systematic management in colleges and universities is imperative. Under such circumstance, the applied transformation of general local colleges and universities should both serve the local and achieve the international standards of school-running philosophy, mode and resources.
