Corruption is created by the influence of outside social environment and other factors,and it also has some relation to the subjective understanding and the mental state of the behavior.Corrupting quality of some public powers is the biggest motive of corruption.Therefore,this paper will discuss the problem of corruption from the reasons and the main performance of corrupting quality of some public powers.
