During World War II, US rented out some goods and materials to China with an intention to support China in its anti-Japanese fight and protect US from being attacked by Japan. However, those goods and materials were not fully applied to the anti-Japanese fight. Some were transferred to private use, some stored or used against the Communist Party of China, and still some lost or wasted due to poor management. These actions were far worse than those of "traitors" or "profiteers".
