Abstract:As an integral component of the social governance system, procuratorial petitioning plays a vital role in source governance and the elimination of systemic risks. An analysis of the current institutional framework reveals that procuratorial petitioning not only faces pressures such as large total case volume, high proportion of repeated petitions, and prominent collective petitioning, but also has room for improvement in its legal regulatory system and working mechanisms. To effectively respond to contemporary challenges in risk governance, the legalization level of procuratorial petitioning must be enhanced from the perspective of "Security–Rule of Law–Governance": it is necessary to elevate the legislative level of procuratorial petitioning, strengthen the connection with the existing system in terms of content, and on the basis of adhering to procedural justice and the "Fengqiao Experience" in the new era, improve working mechanisms such as procuratorial hearings, supervisory incentives, and internal-external coordination, and strengthen the digital construction of procuratorial petitioning work under the guidance of the "Digital Rule of Law" concept.
