Abstract:The modernization of urban ethnic affairs governance is an important component of advancing the modernization of the national governance system and governance capacity in the new era,and also a key field for forging a strong sense of community with a shared future for the Chinese nation. With the in-depth advancement of China''s urbanization process and the accelerated cross-regional population flow,a large number of ethnic minority populations have continued to migrate and concentrate in cities in developed eastern regions. This trend has made cities a core space for the communication, exchange, and integration among all ethnic groups, and imposed an urgent requirement for ethnic affairs governance to adhere to the principle of enhancing commonalities while respecting and accommodating differences, and to innovate governance models. The modernization of China''s urban ethnic affairs governance needs to break free from the government''s sole management and control model, and build a pluralistic pattern of co-construction,co-governance,and shared benefits featuring leadership by Party committees, government responsibility, social coordination, public participation and legal safeguards.
