Abstract:The increasingly deepening degree of population aging and the rapid development of digital information technology have brought opportunities for the development and transformation of China''s elderly care service supply model, leading to the emergence of smart elderly care services. However, constrained by factors such as lagging economic development and rigid traditional thinking, the aging population in western ethnic regions finds it difficult to equally enjoy the development achievements of China''s smart elderly care services, resulting in the emergence and gradual expansion of the "silver digital divide". This paper takes Liangshan Yi Autonomous Prefecture as an example to explore the causes and bridging pathways of the "silver digital divide" in smart elderly care services in western ethnic regions. The research finds that the emergence of the "silver digital divide" is the result of multiple factors working together, and is also the reason why the local aging population finds it difficult to overcome the "psychological gap", "access gap", "capability gap", and "effectiveness gap". Based on this, specific measures for establishing a multi-stakeholder collaborative governance framework in western ethnic regions are proposed to bridge the "silver digital divide" in smart elderly care services.
