New rural communities are the symbol and epitome of China''s anti-poverty endeavors. Establishing a community governance system and improving community''s modern governance capabilities are important contents and new tasks for rural grassroots governance in the new era. Local talents are the main force in new rural community governance with the characteristics of the times such as emphasizing moral characters, recruiting the wise and abled, and exerting their capabilities. Due to insufficient publicity and guidance, weak governance empowerment, lack of method innovation, and immature incentive mechanisms, current participation of local talents in community governance is still in a casual, sporadic, and blind state, and their roles have extremely underperformed. Combined with the goals and tasks of community governance in the new era, Local talents should be effectively stimulated, empowered, rationalized, enabled and supervised, so that then can be involved in new rural community governance throughout the entire process, in all areas and all levels, so as to accelerate the community urbanization process and achieve high-quality community development.
