Abstract:The current governance model of personal information protection for App-based ride-hailing service consumers faces a dilemma of fragmentation, with governance norms scattered and varied and multiple governance ideas and means operating independently, failing to form a governance synergy. "Market failure" and "government failure" occur simultaneously. Holistic governance is an effective approach to address and resolve the fragmented governance, which requires the adherence to problem-oriented and demand-oriented approaches. In holistic governance, we should improve coordination, integration, and trust mechanisms in governance, unifies governance rules and functions, promotes synergy among governance stakeholders, innovates governance technology means, and builds a comprehensive governance network to protect personal information of App-based ride-hailing service consumers.
