This article mainly discusses the basical features and ways of open education, the ways to cultivate talents, especially the management system in the talents＇ cultivation process, so as to achieve the purpose to lead students to study, complete and manage themselves automatically in the open education environment, and to own good competitive and creative abilty in future social practice.
