With the in-depth advancement of Digital China construction, the deep integration of digital technology and county-level governance has become an important dimension of the modernization of national governance. As the key node linking urban and rural areas, counties' digital governance capacity is directly associated with the progress and quality of comprehensive rural revitalization. Based on the "Goal-Subject-Mechanism" analytical framework, it can be found that county-level digital governance can precisely align with the strategic goals of comprehensive rural revitalization, systematically reshape its participation pattern, and effectively support its operation mechanisms. In terms of practical approaches, efforts should be made in the goal dimension to promote the implementation of strategic consensus and the refinement of governance agendas; in the subject dimension, to uphold data sharing and platform opening to stimulate the participation motivation of all parties; in the mechanism dimension, to build a sound mechanism featuring closed-loop operation, flexible switching and sustainability.
