Abstract:The modernization of rural governance is an important part of the modernization of national governance, and it is closely related to the realization of the goal of national governance modernization. Ethnic minority regions are influenced by numerous complex factors. The problems faced by rural governance are both universal and particular, presenting a predicament of insufficient self-governance capabilities, lagging development of the rule of law, absence of edification via moral governance, and obstacles to collaborative governance. To overcome this predicament, it is necessary not only to follow the general laws of governance modernization, but also to take into account the actual conditions of ethnic minority regions, and continuously enrich and develop the rural governance system of "Three-Governance Integration" (self-governance, rule of law, and moral governance). It is necessary to adhere to taking self-governance as the foundation, the rule of law as the guarantee, and moral governance as the guide, and further promote the organic integration of these three elements, forming a diversified pattern of good rural governance led by Party organizations, with the government playing the dominant role, with farmers as the main body, and with the joint participation of social forces.
