How to understand the Miao Region and Miao group as regional and ethnic concepts? And how to further understand the law of Qing Dynasty governing the Miao Region — "the Miao Sub-statutes"? Due to lack of systematic information, simplicity of legislative authorization and the scarcity of relevant judicial archives, the academic circle can only study and judge from their respective standpoints through scanty data, so these are still controversial and inconclusive topics. Based on academic analyses, this paper affirms that Miao Region and Miao group can not be defined as Miao nationality and their living area of today, and identification of Miao Region and Miao group should be based upon the historical "bureaucratization of native officials". Further, understanding of "Miao Sub-statutes" need not be restricted to official legislative authorization; it should be examined and understood from the perspective of judiciary and from the comparative perspective of the laws governing other nationalities in the Qing dynasty.
