Abstract:To implement the rural revitalization strategy is a critical decision made at the 19th national congress of the communist party of China (CPC). In the course of exploring an appropriate path to rural governance, Dawei town in Anhui province developed a distinctive Wuhe model of rural governance, which refers to the rural basic-level party building's "unity" as the leading force, the rural governing spaces' "integration" as the platform, the rural governance subjects' "coalition" as the basis, the rural governance approaches' "combination" as the means, the migrated-back village residents' "harmony" as the target of innovative rural governance. Such a Wuhe governance model solved the problems of weakening basic-level party organizations, reduced authority and credibility of the party committees and governments, inactive involvement of rural residents, and imperfect construction of communities, greatly contributing to the modernization of Dawei town's rural governance.
